The Caitians were a felinoid species hailing from the planet Cait.
The feline appearance of Caitians includes long manes and a tail. Caitians can vary in color from brown to black, and females speak in a soft cat-like purring quality to the voice. Some Caitains did not find it necessary to use footwear. (Star Trek: The Animated Series)
As Cait was a Federation member, Caitians are known to serve in Starfleet and on the Federation Council, and were present as members in 2286. (Star Trek IV: The Voyage Home)

The name of the species comes from a biography of Lt. M'ress published by Lincoln Enterprises in 1974, which claims that the Caitians are related to the Kzinti. This is corroborated by extensive commentary by Larry Niven, author of most Known Space books, primarily found in his short story books "N-Space," "Playgrounds of the Mind" and "The Patchwork Man."
The Caitians are expanded upon in FASA's Star Trek IV Sourcebook Update, which indicates that the feline humanoids seen in The Voyage Home were intended to be the same species.
The Last Unicorn RPG books had to use the name "Regulans" because of copyright issues.
M'Ress is also referred to as a Caitian in the non-canon audio story "Passage to Moauv".
