Vice Admiral Matthew Dougherty was a Starfleet flag officer assigned to Sector 441 in the late 24th century.

In 2375, he conspired with Ru'afo, the leader of the Son'a, in order to obtain the metaphasic radiation unique to the Baku planet, located in the Briar Patch.

Dougherty gained permission from the Federation Council for this mission, involving the use of a duck blind outpost, by deliberately manipulating and withholding information on how the metaphasic radiation was to be extracted from the planet's rings.

Dougherty and Ru'afo intended to covertly transport the 600 Ba'ku inhabiting the planet onto a Federation holoship in order to avoid killing the population while in the process of extracting the particles. Their efforts were halted by the crew of the USS Enterprise-E, as Picard and his crew felt that the moral crimes that would be committed to acquire the particles weren't worth the benefits that would be gained. Dougherty wanted to use his rank to pull Picard and Riker but Ru'afo convinced him otherwise, persuading him that the Federation needed to display strength if it was going to survive.

Ultimately, Dougherty had a change of heart concerning the moral implications of the mission after he learned about the true connection between the Son'a and the Ba'ku and attempted to end it. Ru'afo then betrayed Dougherty and killed the admiral with the surgical skin-stretching equipment on board the Son'a ship. (Star Trek: Insurrection)

Admiral Dougherty was played by actor Anthony Zerbe. His first name was not mentioned in dialog, but in the script. The script also described him as being 69 years old, which would suggest a birth year of 2306.
