The Mutara sector, also referred to as the Genesis sector is a region of space under Federation control. It is a significant distance from the Delphic Expanse.

In 2165 in an alternate timeline, the planet Ceti Alpha V in this sector was was chosen as a refuge for the last survivors of the Xindi assault on Earth. Of the several convoys headed for the sector, only one reached the planet. One of the convoys was destroyed while already in the sector by Xindi weapons fire. Rigelian flame gems were illegal in the sector at that time. (ENT: "Twilight")

Presumably, the illegality of Rigelian flame gem is true in the main timeline as well.

In 2285, Khan Noonien Singh, aboard the hijacked USS Reliant detonated the Genesis Device within the Mutara Nebula, creating the Genesis Planet. As a result of the incident, travel in and out of the sector was restricted by Starfleet. Additional permits were required, making commercial and non-military travel more difficult and more expensive. (Star Trek II: The Wrath of Khan; Star Trek III: The Search for Spock)
