Abbot was a Kadi official that Tuvok and Kathryn Janeway met with in an exchange of cultural information.

When he met them, he appointed Tomin as his ambassador to USS Voyager. Abbot appeared to be very proper and strict on maintaining Kadi customs. When he returned to Voyager, he asked Tomin how he enjoyed himself. Although Tomin had indulged himself to great excess, he lied and said he did not break any of the Kadi customs. Abbot surprised him by telling him he should have. (VOY: "Someone to Watch Over Me")

Abbot was played by actor Ian Abercrombie.
