An ahdar is a high-level military officer and government official.

Ahdar Ru'afo of the Son'a was the political and military leader of the Son'a faction until 2375. Subahdar Gallatin was his second-in-command. (Star Trek: Insurrection)

Note that this rank, unlike subahdar, does not exist in any real army.
