Anarchy, literally a system without leaders, is the absence of political governance. While social theories of anarchy hold that it could result in societal harmony, the term is often used as a slang meaning disordered social chaos.

The Chalnoth homeworld existed in a state of anarchy. (TNG: "Allegiance")

It is unknown if this was meant to imply that they were chaotic or if they had a societal harmony, which in this case would have to be overlapped with a competitive warrior culture. The former may be more likely as Star Trek writers have traditionally used the term in its common representation.

Kai Winn Adami was concerned that Bajor would descend into anarchy if Shakaar Edon did not return the soil reclamators he had refused to give back to the Provisional Government in late 2371. (DS9: "Shakaar")
