According to Ronald D. Moore, the anthem was composed by David Bell. (AOL chat, 1998)
The musical piece played during this episode was entirely instrumental. It is not known if there are accompanying lyrics. Given the multicultural nature of the Federation, which includes many languages from the many different member races, it would stand to reason that there are no lyrics, or that there might be a unique set of lyrics for each language.
