In 2371, Avesta was the governor of the Bajoran colony Prophet's Landing.

When Kira and Odo visited the colony, he invited them both for dinner at his house, but Kira refused, without asking Odo first. This later caused some strain between them, as Odo felt disrespected, despite the fact that Odo didn't eat, hated official functions, and would have declined himself if given the opportunity.
