Bilana III is an inhabited planet.
In 2368, Doctor Ja'Dar conducted the first test of the soliton wave, a new form of propulsion, from Bilana III. Twenty-three field coils installed on the planet's surface generated the wave towards Lemma II, where a similar installation was to dissipate the wave. (TNG: "New Ground")
According to the Star Trek Encyclopedia, Bilana III is a Federation planet.
