Blockade

A blockade is a fleet maneuver intended to disrupt enemy movements, specifically supplies.
One of Kyril Finn's demands was a Federation blockade around Rutia IV. (TNG: "The High Ground")
During the Klingon Civil War, Captain Picard implemented a blockade of the Klingon-Romulan border, to prevent Romulan supplies from reinforcing the Duras-led faction. A tachyon detection grid was used to overcome the Romulan starships cloaking devices. (TNG: "Redemption II")

Since 2374, the Annari have blockaded the homeworld of the Kraylor, unable to attack the planet itself due to a shield. In 2377, Harry Kim and Seven of Nine helped Kraylor scientists run the blockade with a newly developed cloaking device. The blockading Annari ships were equipped with scanning pulses capable of revealing a cloaked ship. (VOY: "Nightingale")
