Borven was a Cardassian glinn in the 2370s. He was an aide to Gul Trepar.

During his Shri-tal in 2373, Tekeny Ghemor told Kira Nerys that Borven was a "political opportunist with all the loyalty of a hungry vole". (DS9: "Ties of Blood and Water")
