Carstairs was an engineer serving aboard the USS Enterprise-D in the 2370s.

In 2370, she competed with her colleague Ensign Fletcher for a higher position in engineering, and although he was more experienced with propulsion systems, Ensign Carstairs was considered to be better with people and therefore preferred by Counselor Troi and Commander Riker. (TNG: "Lower Decks")
