Colius was a Romulan and once Praetor of the Star Empire. By the 2370s, the prestigious Praetor Colius Award was named after him. (DS9: "In the Pale Moonlight")

Colius was not mentioned in dialog, but on the PADD showing Vreenak's biography file.
