A dictator is someone who has full control over their people or nation.

During the Eugenics Wars, dozens of "petty dictatorships" were ruled over by genetic supermen. (TOS: "Space Seed")

In 2268, Korax referred to James T. Kirk as an "overbearing, tin-plated dictator with delusions of godhood" in an attempt to coerce a fight from the USS Enterprise crew. (TOS: "The Trouble with Tribbles")

The script to "Broken Link" refers to Gowron's speech as the calculated moves of a dictator.
