Emmanuel was a Starfleet officer stranded in the Delta Quadrant aboard the USS Voyager, while under the command of Captain Kathryn Janeway, in 2371.

In an alternate timeline, Emmanuel died in 2374 as the result of an explosion on Voyager's deck 5. (VOY: "Year of Hell")
