Geoff Mandel was a 23rd century member of UESPA, one of the personnel representing that agency listed on Starfleet's dedication plaque of USS Enterprise-B. (Star Trek Generations set artwork)
Mandel was named for production staff associate Geoffrey Mandel. This name was seen on the Enterprise dedication plaque. There was a similarly named person (G. Mandel) on the plaque of the Enterprise NX-01, 142 years previous, who could be a relative. There is a slight possibility they are the same person, in the unlikely case that time travel or suspended animation was involved.
