Gosis

In 2152, General Gosis was the military commander in a pre-warp nation-state on the Class M planet visited covertly by Captain Jonathan Archer, Lieutenant Malcolm Reed, and Ensign Hoshi Sato. When Archer and Reed returned to the planet to retrieve a lost communicator, they were captured by Gosis' forces.

Believing they were enemy spies, Gosis had them medically examined by Doctor Temec. Doctor Temac was amazed at their physical differences, concluding that they were super soldiers genetically enhanced by "The Alliance" (another political power on the planet that were enemies of Gosis).

Gosis ordered that Malcolm and Jonathan should be executed by hanging, but they were rescued by the Enterprise before the sentence could be carried out. (ENT: "The Communicator")
