Graham was a 24th century Starfleet command division crewman serving aboard the USS Enterprise-D in 2365.

Crewman Graham was an old acquaintance of Kyle Riker's. When Riker came aboard the Enterprise-D to brief his son about the USS Aries, Graham came to his table in Ten Forward for a little chat with his old friend. Both agreed that it was good to see each other again. (TNG: "The Icarus Factor")
