Haligian tongue sauce is a foodstuff, which can be used as a flavoring.

Quark created a chocolate soufflé with Haligian tongue sauce in 2371, after Cardassia signed a peace treaty with Bajor. He named it in honor of the Bajoran religious leader, Kai Winn, who had acted in the treaty negotiations. (DS9: "Life Support")
