Ensign Herbert was a 24th century Starfleet crewmember posted to the USS Enterprise-D under the command of Captain Jean-Luc Picard.

In 2364, Herbert was serving as the transporter chief who attempted to unsuccessfully beam William T. Riker, Data and Worf down to Vandor IV. (TNG: "We'll Always Have Paris")

The following year, Herbert transported Kyle Riker up to the Enterprise from Starbase Montgomery. Following the beam up, he arranged with security to have Riker escorted to his quarters. (TNG: "The Icarus Factor")

Herbert was played by actor Lance Spellerberg.
