Hope was a Human female, sister-in-law to Commander Peter Harkins. After the Pathfinder Project was completed, she started dating Harkins' friend and colleague Lieutenant Reginald Barclay following an introduction by Harkins. Hope had an affection for cats. (VOY: "Pathfinder")

In the episode, Commander Harkins asks Barclay to visit his house as "Angie's sister's in from Boston. I, er I think she might like you." Harkins may have been referring to Hope, although there is no canon evidence to support nor disprove this theory.
