A hopper is a small vehicle designed for atmospheric flight.
Hoppers were utilized by the Federation to transport personnel when transport inhibitors prevented normal transporter function. During the Federation-Klingon War (2372-73), hoppers were used to evacuate civilians and deploy ground forces on Ajilon Prime. Hoppers could carry more than 70 persons.
