Howard was a character in the Bashir 62 holoprogram.

After a "Jack-in-the-box" was activated in the program, Howard worked as a countman for Frankie Eyes. He often had a martini while Al phoned his family.

In order to steal money from the casino, Julian Bashir was to use ipecac to drug Howard.

The holoprogram made this difficult, as Howard caught the flu and a replacement accountant was brought in. (DS9: "Badda-Bing, Badda-Bang")
