This unnamed first officer was a member of the Bortas crew in 2367. During the attack on the Bortas by forces loyal to the House of Duras, he was unable to get the weapons on line or raise the shields. (TNG: "Redemption")
The Bortas first officer was played by Tom Ormeny. The Star Trek Customizable Card Game gives his name as Kromm, named after Guy Vardaman's pet monitor lizard Crom.

This unnamed helmsman was a member of the Bortas crew in 2367. During the attack on the Bortas by forces loyal to the House of Duras, he informed Gowron that both the impulse drive and warp drive were not functioning properly. (TNG: "Redemption")
Though the actor had dialog, he was not credited.
