J. Downing is an actor who played transporter chief Kelso in the Star Trek: The Next Generation episode "The Quality of Life".
He has been married to actress Christina Carlisi since 1990 and they have one child.
Downing is best known for his role as Agent Sherman Catlett in the television series Viper (1996-1999, co-starring Dawn Stern). Among his acting credits are films such as Ghoulies II (1987), Little Secrets (1991, with Cecily Adams, Catherine MacNeal and Jim Beaver), Robot Wars (1993, with stunts by Kenny Endoso and Jeff Imada), Shattered Mind (1996, with Brett Cullen, Richard Herd and Caroline Kava), and Hollywood Confidential (1997, with Christine Harnos).
He has guest starred in television series such as Mathnet (1987), Equal Justice (1991, with Cecily Adams, Jeff McCarthy, and Matt McKenzie), NYPD Blue (1995, with Gordon Clapp, Sharon Lawrence, Clayton Rohner, and Susanna Thompson), Coach (1996), J.A.G. (1997 and 2000, with Steven Culp and Christopher Neame), and The Inside (2005).
