Jeri Taylor was a member of Starfleet in the 24th century.
In 2353, Taylor was listed on a directory placard as having an office in room 14744 on Starbase 32. (TNG: "Violations")
Additionally, she was listed as a Starfleet Command official on the dedication plaque of several starships :

- (2363) USS Phoenix (NCC-65420) (Tactical Command: V. Adm. Jeri Taylor )

Her name also appeared in the USS Voyager crew manifest in 2371 and 2374. (VOY: "Projections", "The Killing Game")

Admiral Taylor was named for production staff member Jeri Taylor. Due to her high rank, we must assume that she wasn't aboard the ship when it was stranded in the Delta Quadrant. She may have been assigned aboard during the test phase of the ship like Cmdr. Brannon Braga and Cmdr. Rick Berman who were also listed on the dedication plaque.
