Kalem Apren was the Bajoran First Minister until his death in 2371.
Major Kira Nerys had met him once at a diplomatic function, and said that he seemed "a good man." (DS9: "Shakaar")
DS9: "Shakaar" reveals that a First Minister is elected every six years, taking that into account it is possible that Kalem Apren had been First Minister since the end of Cardassian Occupation and throughout the first three seasons of DS9.
