Kamar was the alias used by Elim Garak, following his capture by a group of Jem'Hadar in 2374. Kamar supposedly worked for the Cardassian Intelligence Bureau and had been captured by the USS Centaur while performing his duties for the Founders. (DS9: "Rocks and Shoals")
