Kejal was one of the intelligent holograms created by Hirogen engineer Donik to serve as prey for their holographic training simulations. She was modeled after a Cardassian. She was later liberated by Iden who named her Kejal after the Bajoran word for "freedom".
She was initially loyal to Iden's Rebellion but sided with the crew of USS Voyager when Iden proved to be dangerous. After Iden was eliminated by the Doctor, Janeway offered Kejal refuge on Voyager. Kejal refused, because she wished to remain on the holograms' starship which was her home. She and Donik later agreed to attempt to adjust the programming of the other holograms.
