The Ktarian moonrise simulation was one of the holographic programs available on the USS Voyager.

In 2374, Harry Kim invited Seven of Nine to join him in watching the moonrise, which he described as "beautiful." Harry retracted his offer after an awkward exchange once Seven realized he was attracted to her. (VOY: "Revulsion")

Presumably, the simulation was a holographic representation of a scenic viewpoint on the planet Ktaris.
