The modulating phaser pulse was a weapon designed by a species known to the Borg as Species 10026.

In 2375, a fleet of 39 Species 10026 vessels used this weapon against the Borg when they attempted to assimilate their homeworld. The weapon was capable of penetrating Borg deflector shields unless the shield geometry was triaxillated to absorb the phaser pulses. (VOY: "Dark Frontier")
