Mokra Order

The Mokra Order are the ruling body on their planet, with the other planetary residents, the Alsaurians treated as a sub-class. They claim to be "helping our Alsaurian neighbors defend themselves against common enemies." The Mokra have military control of the planet and the Alsaurians. (VOY: "Resistance")
