Navot

The Navot were an ethnic minority on Bajor whose territory bordered that of the rival Paqu.
In 2369, Woban was the leader of the Navot during a territorial dispute with the Paqu that Benjamin Sisko said could lead to civil war. (DS9: "The Storyteller")
It was not stated whether the Paqu and Navot were nation-states, as they were simply referred to as "factions."
