A neuro-cortical stimulator is a brain implant that stimulates higher brain function by storing synaptic patterns, processing them, and transmitting neural-electrical impulses to the rest of the brain.

The Vidiian Denara Pel had a neuro-cortical stimulator implanted in her parietal lobe. The Doctor transferred the synaptic patterns stored in the implant to the holo-buffer in an attempt to rescue her. (VOY: "Lifesigns")
