New Mecca was a planet.
In 2371, Jadzia Dax suggested to Kira Nerys that they go anti-grav sailing across the Great Erg on New Mecca during their planned visit to one of Quark's holosuites. (DS9: "Second Skin")
New Mecca was named for the Muslim holy city of Mecca, which is located in Saudi Arabia. Given the name it is most likely a human colony and thus part of the Federation.
