These three prisoners were sentenced to work and stay in the New Zealand Penal Settlement prior to 2371. They've worked outside when Captain Kathryn Janeway informed Paris that he could end his time there when he joined the crew of the USS Voyager for a mission into the Badlands. (VOY: "Caretaker")
All three prisoners were played by background performers. The costume worn by Cathy Demor was sold off on the It's A Wrap! sale and auction on eBay. [1]
