Norkan Campaign

The Norkan Campaign was an offensive launched by forces of the Romulan Star Empire, commanded by Admiral Alidar Jarok, against the Norkan outposts. The Federation would remember the attacks as a massacre, while Jarok was lauded as a victorious hero amongst his people. (TNG: "The Defector")

Star Trek: Star Charts shows a star system called Norkan (aka Pi Hydrae) outside of Romulan and Federation space, but in a position proximate to the Federated side of the Romulan Neutral Zone.
