The officer's lounge was a recreational area aboard Federation starships or spacedocks. It was also used for official functions such as receptions and dinners (TOS: "Space Seed", "Journey to Babel", "Is There in Truth No Beauty?") It was not uncommon that alcoholic beverages such as illegal Romulan ale is served at those occasions. (Star Trek VI: The Undiscovered Country)
- Whether or not enlisted crewmembers were allowed in was never established.
In 2285, Admiral James T. Kirk and Fleet Admiral Harry Morrow had a meeting in the Officer's lounge aboard the Earth Spacedock. The lounge was visited by several Starfleet officers and their companions, such as an officer's wife. (Star Trek III: The Search for Spock)
- The costume and costume tag worn by the officer's wife, played by extra Claudia Lowndes, revealed the location as the officer's lounge.
In 2293 Captain Kirk and his crew hosted a dinner for the Klingon Chancellor Gorkon and his party in the officer's lounge aboard the USS Enterprise-A while escorting the IKS Kronos One to a planned but never held peace conference on Earth. (Star Trek VI: The Undiscovered Country)

A lot of schematics with an external view of deck one of the Enterprise after its refit in Star Trek: The Motion Picture was sold off on the It's A Wrap! sale and auction on eBay. The schematics list the officer's lounge next to the bridge on deck one. [1]
