PQ-1 was a Federation convoy.
In late 2374, the USS Defiant escorted PQ-1 to the Vegan system. As she knew many of the freighter captains, Kasidy Yates took the job of convoy liaison officer. (DS9: "The Sound of Her Voice")

During early World War II, the designation "PQ" (later "JW") described a route from England to Russia, whereas "QP" described a route from Russia to England. "PQ-1" was a designator of the first Allied convoy from England to Murmansk, which sailed during September 1941. Noting the similarities in terminology, this might suggest that the "convoy PQ-1" here describes the route between one system in the Federation (Bajoran system, perhaps) and the Vegan system.
