Vice Admiral Patterson was a Starfleet official of the late 24th century.

When Kathryn Janeway was at Starfleet Academy, he served as a calculus instructor and she was one of his students.

In 2371, he was the first to welcome Captain Kathryn Janeway aboard her new command, USS Voyager while its construction was being completed at Utopia Planitia Fleet Yards. He was a mentor-figure for Janeway, surprising her with a short pop quiz when she beamed aboard before hugging her and calling her "Katy." He gave her the first tour of the ship, including the Bridge, Engineering and Sickbay. (VOY: "Relativity")

In an alternate timeline, the two of them witnessed a phaser fight on deck 4, as well as detecting a chroniton flux indicative of time travel. But when a future version of Janeway apprehended Braxton before this could occur, the timeline was restored. (VOY: "Relativity")
