Personnel Director

The Personnel Director is an assigned or for-hire position aboard the USS Enterprise. Presumably, the person or officer is in charge of personnel assignments and possibly transferring crew to and from the starship. (TOS: "Dagger of the Mind")

A blue placard can be seen behind Crewman Fields as he's using the intership communications panel which reads, "Personnel Director".
