Peter Harkins was a Human Starfleet officer, with the rank of Commander. Harkins was in charge of the Pathfinder Project at Starfleet's Communications Research Center from 2376 to 2377.

He had a wife named Angie and a sister-in-law named Hope, who resided in Boston. Harkins tried to pair Reginald Barclay with Hope.

Harkins, as Barclay's boss, discouraged Barclay's odd theories about contacting the USS Voyager, preferring to concentrate on a plan in partnership with the Vulcans. He refused to allow Barclay to discuss the matter with Admiral Owen Paris. He believed that Barclay was spending too much time in a holo-simulation of Voyager and its crew, and was having a relapse of his holo-addiction. Harkins ordered Barclay to counseling and removed him from the project. Harkins ordered a security team to arrest Barclay when he broke into the MIDAS array. Barclay later proved Harkins wrong and established communications with Voyager. (VOY: "Pathfinder", "Inside Man")
