Phillips was a 23rd century Starfleet sciences division astrobiologist assigned to the USS Enterprise under Captain James T. Kirk.

In 2266, during the war games exercise, he was recommended to be among the landing party, by both the M-5 computer and Captain Kirk, to planet Alpha Carinae II. (TOS: "The Ultimate Computer")
