Rex Denning was a lieutenant general in the US Army Air Corps in the 1940s. He was a veteran of World War II, a command aviator, and a recipient of several high ranking military decorations. He had a sister whose husband was a car salesman.
Denning's service medals were the the Legion of Merit, Bronze Star (with oak leaf), Purple Heart, American Defense Service Medal, American Campaign Medal, Asiatic-Pacific Campaign Medal, European-African-Middle Eastern Campaign Medal and World War II Victory Medal. By order of Harry S. Truman, Denning was put in charge of the investigation into the crash of an extraterrestrial spacecraft at Roswell in July 1947. He was worried about the security of America and the threat the aliens might pose. The aliens were Quark, Rom, and Nog.
In order to secure his release, Quark offered to sell to General Denning advanced technology for weapons. Quark, not realizing that a Cold War was in progress with the Russians, said that if his demand was not met, he would contact the Russians. This convinced the general that the aliens were dangerous, and he considered taking drastic action against them. The Ferengi were able to escape with Odo's help, and the incident was covered up stating it was a weather balloon that crashed. (DS9: "Little Green Men")
