The Honorable Robert Chen was the governor of the State of California during the Bell Riots of 2024.

Tired of the continuing violence in the Sanctuary District A and based on rumors that the hostages were already dead, Chen ordered the SFPD and the National Guard to move in with force and end the riots. (DS9: "Past Tense, Part II")

Chen's first name "Robert" was not spoken on screen, but appeared on the sign hanging over the entrance to the District Processing Center's administrative building for Sanctuary District A.
