Admiral Robert L. Comsol was a mid-23rd century Starfleet Command flag officer.

In 2254, following the encounter made by the USS Enterprise with the planet Talos IV, under Captain Christopher Pike, Admiral Comsol was the primary officer involved in issuing Starfleet General Order 7.

Comsol later sent an urgent message to Commodore Jose Mendez in 2267 that was relayed by Lieutenant Uhura. Comsol's message noted that subspace monitors detected that the transmissions received aboard the Enterprise replaying Pike's mission to Talos IV, were in fact coming from Talos IV, in violation of Starfleet general orders.

Comsol proceeded to relieve Captain James T. Kirk from command of the Enterprise and ordered Mendez to assume command in his place and attempt to prevent further contact, which included, if necessary, the disabling of the vessel. (TOS: "The Menagerie, Part I")

Comsol's name can be read as the sole signature on the copy of General Order 7, read by Captain Kirk. The Star Trek Concordance assumes that "Comsol" meant "Command, Solar Forces", apparently not realizing that the aforementioned General Order was signed by the same individual.

It is possible that Comsol holds the rank of Fleet Admiral, since he is listed as 'Commanding Officer' from the department of Starfleet Command on the copy of General Order 7. This could also be considered the same as Commander, Starfleet or Commander-in-Chief.
