Commander Rudman was a Starfleet officer stationed on board the USS Merrimac in 2369.

In this year, the USS Enterprise-D was supposed to rendezvous with the Merrimack, so a rendezvous schedule was transmitted to Rudman. (TNG: "Birthright, Part I")
