Ruling Council

The Ruling Council was a group formed by the Dominion to make the non-Dominion residents of Deep Space 9 feel they had voice in station affairs during the 2373-74 occupation. The group was comprised of Gul Dukat, Weyoun, and Odo. (DS9: "A Time to Stand", "Rocks and Shoals")
