Satok was the Vulcan Minister of Security and head of the V'Shar in 2370.

That year, he informed Commander Riker that Tallera was, in fact, not a V'Shar operative. Satok later took Tallera into custody and began a search for the remainder of the Vulcan Isolationist Movement. (TNG: "Gambit, Part II")
