SkyBox International

From Memory Alpha, the free Star Trek reference

Real World article
(written from a Production point of view)

SkyBox International Inc. was an American trading card manufacturing company. Formed in 1989 as Impel Marketing, the company became SkyBox not long after. In 1991, the company purchased the license to produce Star Trek-themed trading cards.

In 1995, Skybox was acquired by the Fleer Corporation. Fleer continued to produce Star Trek card sets under the Skybox brand until 2000, when its license expired. Rittenhouse Archives took over the license thereafter.

In addition to their trading card sets, SkyBox also produced the Star Trek: The Card Game and its Starfleet Maneuvers expansion.
